❄️ Empower Expands District Cooling Infrastructure Across Dubai
Emirates Central Cooling Systems Corporation PJSC (Empower) announced the continued expansion of its district cooling infrastructure across Dubai, reinforcing its position as the world’s largest district cooling services provider.
The company stated that its ongoing investments are aimed at supporting Dubai’s rapid urban and population growth while improving energy efficiency and reducing pressure on electricity networks.
As of the end of 2025, Empower operated more than 90 district cooling plants and an underground distribution pipeline network exceeding 430 kilometres across Dubai.
Empower currently operates with a total connected capacity of 1.7 million refrigeration tons (RT), compared to an initial capacity of 5,400 RT in 2004.
During Q1 2026, the company added 33,500 RT to its total connected capacity and expanded its customer base to approximately 160,000 customers across 1,776 buildings.
The company also highlighted several ongoing and upcoming projects across Dubai, including:
• A fifth district cooling plant in Business Bay with a planned capacity of approximately 44,000 RT
• Deira Waterfront district cooling plant with a total capacity of 39,000 RT serving more than 46 buildings
• A new cooling plant in Al Sufouh 2 with a planned capacity of 23,400 RT
• Empower’s second cooling plant in Jumeirah Village with a planned capacity of approximately 37,000 RT
• A new cooling plant in Dubai Science Park expected to serve around 80 buildings with a total capacity of up to 47,000 RT
Empower stated that these projects are part of its long-term strategy to strengthen Dubai’s future-ready infrastructure and support the emirate’s sustainability and energy-efficiency goals.
