Empower has awarded the contract for the construction of a new 23,400 refrigeration ton (RT) district cooling plant in Al Sufouh 2, further expanding its district cooling network to support Dubai’s growing demand for sustainable infrastructure. Construction has already commenced, with completion expected in the third quarter of 2027.
The new facility forms part of Empower’s long-term expansion strategy and will provide highly efficient district cooling services to a wide range of residential, commercial, hospitality and educational developments in the area.

The plant will incorporate advanced technologies including Thermal Energy Storage (TES) and the use of Treated Sewage Effluent (TSE) to improve energy efficiency, reduce carbon emissions and support the UAE’s and Dubai’s net-zero ambitions.
According to Empower, the project represents another strategic milestone in expanding its district cooling infrastructure while supporting sustainable urban development and the continued growth of Dubai.
